The Security Council adopted a resolution on Syria - the first in two years


The UN Security Council , after two weeks of intense negotiations took on Saturday night a resolution supporting the plan of neutralization and elimination of chemical weapons in Syria. The document is the first two years of the resolution on the Syrian subjects, which are not in the Security Council and was vetoed . Moreover, the current document is adopted unanimously. The Security Council has threatened tough measures in case of violation of the agreements , however, stressed that the use of force must be authorized separately. The Security Council " emphasizes that none of the parties in the SAR should not use, develop, produce, acquire, stockpile, retain or transfer chemical weapons." In this case, the document stresses that other states " should refuse to provide any form of support to non-State actors that attempt to acquire, produce, transport, transfer , use nuclear, chemical or biological weapons and their means of delivery" , ITAR -TASS reported.

SC held that " in the event of non-compliance with this resolution, including the unauthorized transfer of chemical weapons or any use of chemical weapons by anyone at any time in CAP , introduced measures under Chapter VII of the UN Charter ." It provides for sanctions and the use of military force. However, such action must be approved by the Security Council.

Russian Foreign Minister Sergei Lavrov earlier emphasized that the response will be proportionate to the Security Council " gravity of the violations , which must be absolutely proven ." At the same time , he said , the responsibility for the implementation of the resolution " is not only the government of Syria." "In accordance with the requirements of the Security Council to cooperate with international experts and obliged the Syrian opposition " , - he explained.

U.S. Secretary of State , welcoming the adoption of Security Council resolution , was quick to note that "the responsibility for the performance of this agreement lies with the Assad regime ."

Lavrov on the resolution: " The basis for a political settlement

Adopted by the United Nations Security Council resolution on the Chemical Weapons Convention does not allow for automaticity in the use of coercive measures. Approved a plan for the elimination of chemical weapons

The resolution gives binding force to the plan, which was approved at a meeting in The Hague on the Executive Committee of the Organization for the Prohibition of Chemical Weapons ( OPCW). Inspections arsenals of chemical warfare agents to begin Oct. 1. By the end of the month the OPCW experts will submit a report on its work. The plan calls for the completion of destruction of production equipment for the Syrian facility by November 1 , and the eventual elimination of chemical weapons stockpiles in Syria - by the middle of next year.
